Utility Billing

Utilities are billed semi-annually and pro-rated for the period of use within each billing period.

  • Spring Utility Bills are from April 1 to September 30: Due Mid-November
  • Fall Utility Bills are from October 1 to March 31: Due Mid-May
Residential Utilities Include
  • Water and Sewer; District Energy; Waste Collection
Commercial Utilities Include
  • Water and Sewer

How to Pay Your Bill:

You can pay your utility bill online through your financial institution, or in person at Town Hall with cash, cheque or debit, Monday to Friday from 8 a.m. to 4:30 p.m. We cannot accept credit cards at Town Hall but you can use the online OptionPay (charges apply). A secure drop box is also available outside the entrance for non-cash payments.

Payment must be received at Town Hall no later than 4:00pm on the due date to avoid late payment charges.

First time users will need to set up the Town of Gibsons as a payee and register their utility account.

Mail or drop-off your post-dated cheque to Town Hall:

Town Hall Drop-Box:
Cheques can be left in the mail slot located at the entrance to Town Hall. Please place the cheque along with the remittance stub in a sealed envelope. Cash is not accepted in the drop box.

You will be asked for your UTILITY ACCOUNT NUMBER when entering the payment information. This may be found on your Utility Bill.

We do not accept credit card payments at Town Hall or by phone.

Household waste collection includes:

  • Weekly food waste collection
  • Bi-weekly garbage collection

Rates
Residential utility invoices include a flat fee of $131.50 per six-month billing period (pro-rated) as set out in Garbage Collection Bylaw and Schedule D of the Rates, Fees and Charges Bylaw.

This provides for bi-weekly collection of household refuse, contained in a single standard-size (no larger than 98 litres) animal-resistant garbage can with a secure lid, and weekly pick up of organic material.

Additional Garbage Tags
Tags for additional garbage cans / pickups may be purchased at the Municipal Office, 474 South Fletcher Road. Tags are $4.40 each.

Water infrastructure includes:

  • Pipes, pumps, wells, reservoirs and meters that move water from the environment to your tap.
  • The Gibsons Aquifer, which provides naturally pure groundwater to our community.

Water charges include:

  • User fees – determined by the amount of water you use.
  • A water parcel tax.

These charges fund:

  • Maintenance of the water system.
  • Replacement of aging infrastructure.
  • Water research and conservation.
  • The staff and equipment required to operate the water utility.

Water Meters

Water usage is metered within the Town of Gibsons, with details set out in the 1300, 2022 Water Parcel Tax Bylaw and rates set out in Schedule B of the Rates, Fees and Charges Bylaw. Metering encourages conservation and ensures that users pay a fair share towards maintenance of the system. All water rates are applied against costs to operate and maintain the water distribution system. Learn more about water metering here.

Water leaks

Water leak adjustments will be considered for leaks in the main underground water line(s) between the water meter and building(s) only. Adjustments are no longer made for leaks relating to internal plumbing systems, fixtures, irrigation, pools, etc. Please refer to Water Regulation Bylaw 1192 for further details. Rates are reviewed each year to ensure we have the funds necessary to maintain the infrastructure and continue delivering reliable services now and in the future.

Sanitary sewer infrastructure includes:

  • Pipes, pumps, and the wastewater treatment plant (WWTP).
  • The lift station, which pumps wastewater to the WWTP.

Sanitary charges cover:

  • Sewer system maintenance.
  • Replacement of aging infrastructure.
  • Staff and equipment.
  • Sludge hauling and disposal.
