Delegations

Citizen involvement in local government is an important part of our democratic process. Town Council welcomes individuals or groups who wish to appear as a delegation to present on topics that benefit or affect our community, provided the matter is within Council’s jurisdiction.

If you have previously presented to Council on the same subject, a further presentation will only be permitted if it brings new information that was not included before.

How to Request a Delegation

1. Fill out the request form

To request a spot on a future Council agenda, please complete and submit the Town’s Delegation Request Form (PDF) at least two weeks before the meeting date.

You’ll be asked to provide:

  • Your name and/or the name of your organization
  • Contact information
  • A summary of your topic or request
  • Any materials you plan to present
2. Submit form

3. Wait for approval

Your application will be reviewed, and if approved, you will be notified of available dates/times to appear before Council. Further directions will be given upon approval.

If you have questions regarding appearing as a Delegation before Council, please contact the Corporate Officer by email at clerk@gibsons.ca.

Delegations must follow the procedural bylaw when presenting to Council:

  • Delegation requests must be submitted at least two weeks before the meeting date.
  • Topics presented by delegations are to focus on a matter that is within the jurisdiction of the Council
  • A maximum of ten (10) minutes per delegation per topic, regardless of how many speakers.
  • There should be no more than two (2) speakers per delegation.
  • Any material you would like included on the agenda should also be provided to the Corporate Officer by 4:30 p.m. on the Monday of the week before the Council meeting.
  • Delegations are not to appear regarding development applications that are currently under consideration, and for which a public input opportunity will be held.
  • PowerPoint Presentations must be provided to the Corporate Officer at least one (1) day before the meeting to test for software compatibility and pre-load on the Town’s computer.
  • Presentations must not be for personal, professional or pecuniary benefit.
  • Delegations are not permitted regarding contentious issues if staff are actively dealing with the matter and a public input opportunity will be held on the matter in the future.
  • Delegations regarding any aspect of an Official Community Plan or a Zoning application are prohibited between the conclusion of a Public Hearing and Final Reading of the Bylaw.
  • You may not be scheduled for the meeting date you request, as delegations are limited to two per Council meeting and are booked on a first come, first served basis. If your preferred date is full, staff will contact you to arrange the next available meeting.
  • Arrive in advance of the meeting start time, as delegations are heard as one of the first items of business.
  • Be prepared.
  • Have a purpose.
  • Support your position with facts.
  • State your request, if any.
  • Direct your presentation to the Council, and communicate through the Chair (Mayor).
  • Be prepared to answer questions from Council.
  • Be courteous, respectful and polite.
  • Bring 8-10 copies of your handouts if your material is not published in the agenda.
  • Provide the Corporate Officer with any relevant notes, if not handed out or published in the agenda.
