Utility Billing

Utilities are billed semi-annually for residential and commercial properties and pro-rated for the period of use within each billing period.

Payment must be received at Town Hall no later than 4:30pm on the due date to avoid late payment charges. If the payment due date falls on a weekend, payment is due no later than 4:30pm on the preceding Friday.

Payment may be made by online or telephone banking, by post-dated cheque (please ensure account number is included on the memo line and the payment stub is attached to the cheque), or in person by cheque, cash or Interac (debit card). The Town does not accept credit card payments.

Water usage is metered within the Town of Gibsons, with details set out in the Water Regulation Bylaw and rates set out in Schedule B of the Rates, Fees and Charges Bylaw. Metering encourages conservation and ensures that users pay a fair share towards maintenance of the system. All water rates are applied against costs to operate and maintain the water distribution system.

Effective April 1, 2018 water user fees and parcel taxes increased overall by 5%. As part of this increase, Council continues to take steps toward rate equity to ensure that water costs are fairly shared between customer types: single family, multi-family, commercial. As a result, the impact of the 5% overall rate increase will be different for each customer category. Water leak adjustments will be considered for leaks in the main underground water line(s) between the water meter and building(s) only. Adjustments are no longer made for leaks relating to internal plumbing systems, fixtures, irrigation, pools, etc. Please refer to Water Regulation Bylaw 1192 for further details.

Sanitary Sewer user fees are charged on a flat rate basis as detailed in the Sewer Regulation Bylaw, and Schedule C of the Rates, Fees and Charges Bylaw located here.

The Gibsons District Energy Utility (GDEU) uses heat from the ground as a renewable local source of energy.

District Energy user fees are charged on a flat rate basis as detailed in the District Energy Bylaw and Schedule E of the Rates, Fees and Charges Bylaw located here.) For more information on the GDEU, please see our brochure.

Residential utility invoices include a flat fee of $102.50 per six-month billing period (pro-rated) as set out in Garbage Collection Bylaw and Schedule D of the Rates, Fees and Charges Bylaw located here. This provides for bi-weekly collection of household refuse, contained in a single standard-size (no larger than 98 litres) critter-resistant garbage can with a secure lid, as well as a weekly pick up of organic material. Tags are $3.00 each.
