On October 6, 2020, Building Bylaw 1284, 2020 and Bylaw Notice Enforcement Amendment Bylaw No 1125-11 were adopted by Town of Gibsons’ Council.
One significant component of the Town’s Building Bylaw update is the implementation of the BC Energy Step Code, a provincial standard designed to help both local government and industry steadily move toward a future where all new buildings across BC are “net-zero energy-ready” by 2032.
The bylaw sets an implementation date of January 1, 2021 for Step 1 of the BC Energy Step Code for all new Part 3 (large and complex) and Part 9 (houses and small) buildings, with communications to regional stakeholders to occur during the last quarter of 2020.

History of Local Implementation of the BC Energy Step Code
On February 4, 2020, Town of Gibsons’ staff introduced a report to the Planning and Development Committee regarding the BC Energy Step Code. Following that meeting, Council passed a resolution to begin a consultation on the Step Code in a regionally coordinated manner. Read related Staff Report here.
In May and June 2020, the Town of Gibsons, District of Sechelt, SCRD and Sechelt Indian Government District partnered to survey local stakeholders about their understanding of, and desire to implement, the BC Energy Step Code.
In July 2020, Town of Gibsons’ staff reported back on the survey, noting that most respondents supported a regional implementation of the Step Code to Step 1 in Fall/Winter 2020. Read related Staff Report here.
