Community Amenity Contribution Policy

Community Amenity Contributions (CACs) are monetary or in-kind contributions provided by developers to help offset the costs of amenities and services associated with new residential development that requires a change in land use or density.

Where CAC Funds Go

CACs are directed into two reserve funds:

  • Community Amenity Contribution Reserve Fund – supports public amenities such as playgrounds, trails, cycling infrastructure, public art, events, and recreational upgrades.
  • Affordable Housing Reserve Fund – supports the creation of affordable housing in Gibsons.

Key Features of the Current Policy

  • $5,000 CAC target for all multi-family developments (including duplexes, triplexes, townhouses, and apartments).
  • Higher contribution requirements apply:
    • When the proposed development includes more than 10 units.
    • When located within the Harbour Plan Area.
  • Allocation of CAC funds:
    • 44% to the Affordable Housing Reserve Fund
    • 56% to the Community Amenity Reserve Fund
  • The policy will be reviewed one year after adoption, and then every 2 to 5 years to ensure it remains current and effective.
