Project Status
Q3 2021: On-site construction has commenced.
July 28, 2021: As the Sunshine Coast has had many days without precipitation, conditions are very dry and dusty. As a result, the Town has received a number of dust complaints on various properties under construction, including the EagleView development. In response, the Town’s bylaw enforcement, building, and infrastructure staff are working closely with the EagleView site operators to ensure sufficient dust control measures are in place. Related bylaws are being enforced, and staff are monitoring the situation, with site visits occurring regularly. To date, the subcontractor has confirmed meeting the following dust control measures:

- Increase width and depth of wheel wash for truck washing station;
- Addition of a water storage truck, that will keep the haul road wet/damp, and all trucks will stay on the designated haul road in and out of the site; and
- Street sweeping along Eaglecrest at the end of each working day.

Unfortunately, some dust movement is unavoidable when the excavator bucket dumps the soil in the dumper trailer; the subcontractor will do their best to minimize this.
Q3 2021: On-site construction has commenced, with initial construction consisting largely of earthworks and excavation. Concrete formwork is anticipated to occur in February 2022, and framing is estimated for May 2022.
Q2 2021: An on-site meeting to determine the extent of tree removal necessary to permit construction was held.
Q1 2021: The design of off-site servicing is complete and a Servicing Agreement has been executed. Staff are engaging with the developer on the initial excavation for building construction to ensure that the trees along the property line of Charman Lands are impacted minimally by construction activity.
Q1 2020: Council has finalized the rezoning of 464 Eaglecrest Drive and have issued the necessary Development Permits. The developer has received a building permit for the first structure on the property, but a commencement date is not known at this time.
May 5, 2020: A legal action brought against the Town of Gibsons by the O’Shea/Oceanmount Community Association in relation to this project has been found, in the Town’s favour.

Project History
In March 2017, the Town received an Official Community Plan (OCP) and Zoning Amendment application to request permission to build 100 units in apartment buildings.
In July 2017, Council requested that the developer revise the design to reduce the scope and fit within the OCP.
In December 2017, the Town received revised plans, within the scope of the OCP.
In June 2018, Council adopted the Bylaw to permit an 87–unit residential development as shown in the site plan below.
In November 2018, staff approved this Interim Stormwater Management Plan for the site. A final plan will be approved with site servicing plans.
Q1 2019: Council finalized the rezoning of 464 Eaglecrest Drive and have issued the necessary Development Permits. The developer is currently working on preparing their submission for building permit for the upper segment of the development. Staff are working with the developer on the plans for frontage works required by bylaw.
